I'm lvl 35 and I'm trying to help lvl 31 on a mission but keeps saying player doesn't meet zone requriments, why, they say they are playing with players lvl 36.

You can only join ppl within 3 levels of yourself. If that 31 joined a 33 then a 36 would be able to join as well.
