Tier 3 guild - how to buy?

Went to the guild charter place in balefort castle near cs to buy a tier 3 guild but the option isn't available - how do I get tier 3? Is it a bug?

You can upgrade after buying the lil one.
If I remember it's one of the statues inside, you click one of them and you can "browse" the other two.
