Anyone here knows how forum rank names works? I mean whats the basis ?
Example:
Member,Forum Adept,Junior Member,Senior Member,Tournament Leader,Forum Legend,Luminary poster etc. etc.
Do STS base it on how long they have been participating or they base it on the reputations they get ?
Sorry for the newb question, I am just new here at forums.

The titles are based on the posts you have made.
Reputation is for the green bar.

Special ranks are such as Tournament Leader , Guardian/Chronicler of Alterra which are regarded for special services to the STS community.
The super special ranks , such as "Da Bear!" "The Doppelganger" or "Fastronaut(?)" were only rewarded if you won special PvP Tournaments or contests.
The others are as already said above based on the Post.
Edit: I forgot the Blogger Rank , this one is basically obtainable for everyone.
Go to Settings on the upper right corner and look for "permission groups" on the left side.

250 posts – Forum Adept
500 posts – Senior Member
1337 – ELITE
5000 posts – Luminary Poster
10000 posts - Forum Legend

Nope. Its like the "15 minutes of fame" except that its only for one post, and it will only be seen for a few moments before vanishing forever with no record of happening and I'm pretty sure this analogy went of the rails somewhere.

Furthermore, there was some program called the Ambassador of Alterra.
They were really close to implementing a special Ambassador of Alterra forum title for themselves, but it was veto'd by some specific member the day before it was promulgated.
Chronicler was a title given to those who contributed massively to a Pocket Legends Wiki some year or two ago.
Most of Chroniclers either don't use that title or have become inactive/quit/no longer post on forums, explaining why the title hasn't been heard by most newer members.

1337 title can be kept forever provided you know the trick.
I won't tell you, but if you use the search for it you may be rewarded.
*if anyone spills the beans instead of letting them empower themselves, I will personally gurgox/lil poot combo directly in your cereal bowl.

It's a discontinued title now, they removed it from the forums so people who weren't wearing it no longer have it. I am one of those people, as shown in the link posted by DocDoBig.
