What determines the item levels from a chest? As a level 30, I just opened an ELITE copper war chest and got a level 29 purple. I thought the whole point of the elite chests is that the items were at LEAST level 30/31?

Same. I'm capped and my loot is lvl 30 50% of the time.

Not sure, as a lvl 15 i opened a pirate chest and got lvl 21 items. A regular one, not sure how that one scales but i did it out of curiousity

Elite chests can drop within 2 levels of the level you are upon opening. Level 31 will provide level 29, 30, and 31. Level 30 will provide level 28, 29, and 30. And so on and so forth.

You should take a look at Elite Golden Warchest. Two out of the last three of them I opened granted level 26 items.

Then theres a bug with elite golden warchests. I opened 4 yesterday, and every epic item I got was in range of lvl24-26. I don't know about other elite warchests as I haven't opened anything else yet.

wish a lvl30 toon can get lvl31 gears, there are many players who doesnt want to endure the dreadfull exp grind.
can that be possible? since its elite..

It was more interesting when all chests could give items in all levels, except the elite level. As it is now, lots of items are not available at lower levels (a level 10 character opening pirate chests gets items from level 19-21) or at higher levels, which returns us all to the "everybody looks the same" problem, even though there are lots of interesting looking items in the game.
