Yes and no. Its a standalone game that uses many of the assets and the same engine as Far Cry 3, but doesn't require the main game to run. I'd describe it more along the lines of a really meaty demo. In STS terms, Far Cry 3 is all of Pocket Legends, Blood Dragon is everything from Forest Haven to Fathom Crypt.

Except everything from Forest Haven to Fathom Crypt has been completely reskinned and redesigned completely opposite from what the game before it was. Far Cry 3 takes itself very seriously. Blood Dragon takes nothing seriously. :)
