So I'm in the process of making a twink for pve and Pvp, but I'm not sure what level I should make it.
I'm not looking to spend anymore than 1 mil on the twink, and I don't have angel set, but I do have dragon.

What level should I make it?

66 sun god bird.

If you're not willing to spend more than 1m, I suggest you go 66, get the sun god, humanian, or int set for 66s and use your dragon set.

Do mage or bird 66<3 61 is also very fun, all classes are fun at that level, and it's pretty stable.

50 PvP seems dead so I don't recommend that lvl. 51-56 idk about having been there in awhile but I've mapped over to 56 glyph rushers on my 50 so it does seem more active. 50-56 have been my favorite twin lvl so far

Its possible, but we dont call em twinks, we call farming chars. People farm sewers at 51 for scaled gear.
And we stay at a certain lvl and farm with good gear.
PvE twinks Ftw! Lol

Yeah most people just call them farming chars, I've noticed that inturdwebz speek names things by something that it looks like

If ur making a BOTH Pve and Pvp character go 56 or 61 so u can also farm for scaled items. If ur looking to just Pvp and spend very little gold, go 30-45. If u just want to easy Pvp without too much skill/effort go l10-19 lol

Alright so at this point I'm debating on a 51,56, or 61.
I'm leveling up a Mage atm so ill most likely be a pally. How are they in these level areas?

Pally is not good build for pvp at this range. Make a dex Mage.most range.

56 pvp is boring. FFA is completely gone at that level.

Lol, L56 SM Pally destroys any class at level 56 pvp.
@Troncaat if you are making a pally go 56 and use SM set, and for pure int go 61 and use lilith wand set.

61 is a useless pvp level now cuz no chance against 66s and owning 56s isn't a big deal.

lvl 55/56 mage. You can farm nuris for steels, scaled 56 glyph and those clown outfits. Either go dual int/dex or pure int. Pally works too at 56 for PvP but its low dmg make it less useful. Intmages deal great damage and support the party better.

I have a mage at 55 and one at 56, very balanced and fun class in PvP.

Actually a good bear will beat a good pally, but the fight will last ages.

Not really, fight a good pally with both SM and BT bear and you'll find the mage superior once the mage hits its debuffs. A good pally will kite your beckon, debuff you, and nuke you.

If you are looking for balance, I would say 61. Despite what others have said, I see a lot of 61's and the balance is about as on par as it gets. For PvE, the ability to farm valuable 61 pinks, along with Dragon gear, makes it more than worth while. All classes are useful at this level as well.

My second suggestion would be 55-56. Funhouse is easy to farm and you can also farm Sewers. Both sets of gear have maintained their value. PvP can be fun at these levels and the difference between 55-56 gear is not as vastly different as it is at other twinking levels.

Fighting higher levels will always be an issue at any level of PvP with the exception of endgame. Up to you to decide which is best for you.

And a good bear would beckon you, make sure you heal it, then use HS for further misses, lay up debuffs, use slashes for nukes, and finish off with a stomp. Once HS+CB is put on the target, the bear takes no damage. Plus the bear can always use rage while the mage has no armor buff or use walls to their advantage.
