I clear all levels in nordr thinking that was the problem( spent 30min, no friends to help I am a forever alone guy and have no friends do form a party, but that is not the problem) but I still not receiving quest from him :(

Horn of Renew is the only quest you need to have completed in order to get these quests from him. You sure you don't have that one in your journal?
