It's just the suggested level is 23, you can be any level u want to enter

You dont have to be level 23, they do suggest you to be level 23 because it maybe difficult
Any level can enter.. even a level 1 LOL

If you're under level 23 and in nordr, it's a bug. inkredble and wowdah are wrong.

Probably it means you can't enter by yourself but you can if in a party? not sure about that.

I tried gettin my level 5 there, it doesn't work u have to be 23 its not the suggested level, it right op
