proc ratio ? proc taunt? and proc shield for mage ?

i was thinking maybe the weapons can have different proc ratios like

security 25%
lethality 50%
fatality 75%
warfare 100%

or

lets say you guys made different warfares some with low proc value and some with high proc value

example
warfare 25%
warfare 50%
warfare 75%


a warrior weapon with taunt, tank needs to be a tank!

and

a mage weapon that can proc indestructible shield or reflec shield 2 to 3 secs max
