I have downloaded many apps and done exactly what they say and more to get the free platinum, but they still won't give me the payout. I have checked purchase history and they all say pending. Many are from several days ago.

You need to contact the offer provider (W3I, whatever...) as they handle the granting and offer fulfillment.
