skills are not ranked

I try to put the second row of my skills on the second slot, but it says that the skill is not ranked. What does it mean? Im new to this. Hope you guys can help me.

That means you haven't put any points into the skill so you can't use it.

you have enough points,
to earn more points you need to level up further more.
