This is what Cinco said over at this post. The nerf of dodge has been needed for endgame for a while and "finally" it's taking care of. Great in a game update perspective, but I might also ruin low level PVP.

Dodge is not a problem at level 15 PVP, but when Cinco talks about damage, I can't see any way a Warrior should be able to beat an Enchantress. Today, we can beat them with luck based on high damage. However, this could end up in any way. I'm glad we're seeing an update to PVP overall but I do really hope it won't ruin level 15 warriors.

With this said, I just want to point out that I totally understand the point on just focus on endgame. That is how it should be.

Lets wait and see what this update brings to us. Until then, enjoy playing your 15 warrior twink, because in a week or two it could be useless.
