Allowing to craft higher jewels from jewels several levels below would solve the problem.

E.g. weak jewel from 9 cracked, standard from 27 cracked and so on.

In other words, final cost would be...

Sorry, it's too late for generic mounts usable anywhere in this game. We can, however, provide something like new zone mechanics where you can ride a mount to get somewhere.
