I have tested about 10-15 builds (i am talking about endgame fox ) and full strength isn't good no need for it best is 159 strength and rest dex this way you have good crit good hit % great dodge...

Not to mention lower base/skill damage....you'll have lots of armor,dodge etc....just not very much damage :/

I dont have exact numbers but from testing in PvP after lv9 skills were released it seems like the pull reaches its max potential at 7. 8 and 9 just add a little more dmg.
