You had no problem with 19s because that level is never popular when the exclusive gems came out. Hince, theres only a handful gears with those gems. So, it means only few can have a maxed stats....

I have a warrior and a rogue so one of each for me. War light rogue dark.

We're not planning on making any changes to Rogues, but we are releasing an new expansion with new gear that may change the way things balance out.
