You can open any of the fish you receive, including the Arcane fish.

The Arcane fish will drop armor and weapons.

That's correct, you will be able to use the ticket on any pet you want to be leveled up to level 81 instead of paying platinum.

You will still be able to craft the elixirs, including the new ones.
