I've came up with a conclusion! Since its a l35-40 tournament, the best option is to make your team all 40's.

I recommend that this should instead be a l40 team tournament or a l35 team tournament. Having a specific level will do, but having a l35-l40, there are going to be some disadvantages and advantages...
