Jewels do say the requirement of minimum level of gear they can be added onto, go to your craft items inventory or go to crafting station list of jewels choose a jewel and click the "i" on its icon...

Jewels have levels which indicate the minimum level of an equipment they can be added onto, for example standard jewels, they are for level 10 minimum and up means you can only add them on lv 10 gear...

Just don't buy them, the only way to destroy and bring down a price of something is by not buying/looking for them, in this case it's just a vanity so not really a thing that affects your stats.
