I'm leaning towards the latter seeing that you are only level 3. If you have a high level character, you should check...

Go to skills and hit respec in upper left hand corner.

Click your character portrait > Skills > Respec on the top left corner

Unfortunately, it resets both your attributes and skill points.

For anyone else with this problem, do this(already helped Cyto in chatbox):

--type "about:flags" in again
--this time enable "Override software rendering list"

and it should work.
