You can currently loot items that can help create level 66 gear. You can also drop lvl 66 armor and weps. I have also heard you can loot pieces of the nightmare set.

Which is better in pve? I personally use the arc gun with 100% gl. It does pretty well in maus, but, I'm sure if it definitely better than staff or not.
