Catch me up?

So, I've been gone for awhile, and wanted to start playing again. I just wanted to know what's happened since the L21 cap, that's where I took a break. Also just a few questions to go along with what's been going on.

1. What's the best place to still level up? WT4?

2. What is the new gear? o.O

3. When is the newest cap? Heard it was comin' pretty quick already.

4. Is 16 Rogue any good at pvp?

Thanks in advance guys, sorta takin' a break from PL and getting back into AL. Feeling like a noob again;D
