Wing Glory Vanity Set

For some reason, the Wing Glory Vanity Set requires 4pcs to complete a set with the effects and the other Vanity sets require 3 pcs. Should the Glory set be 3 pc to have the vanity effect so that players can utilize a different vanity helm or shield...
