No one is given money when it stars, except the free 10 plat in some cases. The reason people get rich fast, is because good loot is very rare at the launch of a game, and it sells for quite a bit in the auction house.
But how would people buy when everyone has little gold, and what are cases?
Maby a Dev buys the Expensive stuff on first day and we got a lot of money
People pay plat for gold, that's how. Odds are people will do the same in AL.

I personally prefer coming into a game when the economy is more developed. Most people buy their in game currency with plat, so until the currency circulates, and more people get money from farming, you can't really sell anything for much unless you're selling to the people who bought the currency.
