why do new relics have no passive?

i'm just wondering every relic used to have a passive.

Skirmisher is khanda proc
Battlesword is khanda proc
Exalted war axe is gargoyle axe knockback (yellow cloud doesnt do anything?)
Aegis just gives x2 weapon speed and high combo rates (cinco look into these nerf the combo rate and buff the armor to 14 instead of 7)
