13-15 is pretty Active. Also 15-17! And i heard 24
58 is pretty active aswell(no its not endgame pvp :D)

WELL if u looking to make new twink toon look between lvl 5-10;
AT lvl 12-15 there are 3 guilds mainly IKRONOS DIVINE (havent seen them since last month )NVM ,HOTSPOT
AT LVL 16-18 at this bracket u will mostly see 3 guilds TACTICAL ,ASU,IMPREZA and 2-3 small guilds such as idc,time, year ago at lvl 16 there was guilds like nvm,xpsycho and this bracket was quite active but not as much of now
AT LVL 23-25 U will face mostly NUBS AND SCRUBS,SEED,VIETNAAM PRO
at lvl 16-18 u need arcane weapon (must have)to play as rogue/mage for tanks u can do well even without arcane weapon)

BASIC ARMOR FOR TWINK PVP IS ICE SET/ANCIENT SET/EPIDEMIC SET;

FOR AMULET-TARLOK POT AMULET;ERRIE AMULET;CHILLWIND AMULET ARE BASIC GEARS(availbale in str/int/dex type)
WEAPONS-PRIOR TO LVL 16 U NEED GALEN POT MAUL OR STORM SWORD POTENCY-WARRIOR
INSECTICIDE GUN OR EXPEDITION RIFFLE -SMURF
DEV BOW;OR LURID -ROGUES
56-58 very active now. You'll most likely encounter rogues spawning you once you enter the TDM Room ;D
