Is this by design? I saw another thread on this, checked in game and sure enough they aren't part of the guaranteed loot pool. I haven't actually seen any for sale either, are they even in crates? Pretty big issue.

You can look at the possible loot and possible guaranteed loot before you open them.
It is not in the possible guaranteed loot for either class or non-class crates for this event.
