While I've always wanted to have PvP rewards even in the past titles, it's a real risk due to one reason: Boosters. Even if they were to implement an arena-like random matchmaking for PvP, the community is small enough for boosters to take advantage of this. They could easily play during the dead hours and snipe queue each other. If they were to based it on kills, two people could just set up a scenario where one guy keeps killing the other over and over again.
Don't get me wrong, I would LOVE PvP rewards. It's just that the idea is pointless if people would find a way to exploit it anyway. I personally haven't mustered up a fool-proof reward system for PvP, and maybe STS has the same problem because if it weren't, we may have already seen one from the previous titles.
