Think 1hp/s is best.

hp/s = useless in PvE since you have to be 'frozen', as in no moving, not attacking, not being attacked for any regen to start taking affect.

In general it sucks. 30 armor is 30 hit points reduction. It would take you 30 seconds of standing to regain that amount per turn had you went with 1 hp/sec. Pve or pvp that is an eternity.
