i think it is. you get the maximum int possible for a paladin, meaning stronger spells.
i dont plan on doing pve much..mostly pvp

Also you need to use the 4 quick change slots one for a pre str, pre int (these two will have gear lvl 39 or below or boost gear not that you will need to use a jacobs helm of rift to dual hate gear and you can use a lvl 45 imhotep eye for boost gear for int boost gear.)
The other 2 quick change slots are for rift/hate and shadow/cosmos.
For now Rift gear is still the best unless the bonus give hate a big stats upgrade or hate gets a fix. As far as int gear shadow gear is the best by far.
