I noticed it also, it's held by the event NPC who gives one of the daily quests. Looks kind of cool.

I have no idea what sts was thinking when they chose to keep that stance as a non-aggro stance.

No, this items so far has not been released so please be aware if u see anyone trying to sell this item though. Just FYI. It looks good, golden and dual barreled rifle. I wish sts made it :)
