Did you buy the recipe? It can't be crated anymore :/

Specifically you can buy the recipe the orb of ursume and the eye. The problem is you can't buy /loot the ice dragon essences anymore so you can't craft it.

Enchanted eyes can't be crafted anymore. The ingredients are nothing more than collector's items at this point.
