As the Title says..
Anyone could share some tips to Pve better such as Skills and Tactics? Would greatly appreciate any help offered.
I'm a Lvl 46 rogue, currently using shadow piercer, aim shot and packs for Pvp.
And how much Potions should i roughly buy?

For elites it depends on map, I use Veil, Pierce, Aimed, Nox for most maps except Rengol I'm which I swap for my Razor Shield.
Potions?
I usually buy 5000 each but mostly mana.
Regarding rogue skill builds, check out the advice given by both Zeus and Kalizzaa. I think info is in Al player guides and browse through Rogue class thread too.
Regarding skills it depends on your playing style. I use Aim, Nox, SP and Traps everywhere except Rengol, traps help me to keep mobs at bay. I buy approx 600 HP potions and 900 mana potions, with that I can do planar dailies and elite Tindirin wilds or two - this all depends on the party I'm with.
