Happens when u try joining people on fl/gl/pt that are 2 levels below or above u. Try going with just the world map.

there's a lot of high geared people at 40-46 (least from what I've heard; I don't PvP)
If you aren't fully geared, I'd say watch DexScene's guide on becoming a Great pVp Player
