From what I've seen, jeweled bows can drop at pretty much any color, anywhere. I remember seeing a few of them in the lower levels (<25) so that might be a place to start.
Unless of course you're looking for something specific?
Seen a lot of them in the all boss level of the Dark Forest, think it is called King's Forest.
You can buy some sweet ones with plat in the plat store. :)
