Last year was about the 18th... I think there was another similar post of this somewhere too... lol Just wait. Halloween stuff is coming soon! :)
More than likely on the 17 as that's a Monday and it'll give the devs plenty of time to work out the kinks if there are any. We should probably be expecting to hear some announcements about it this week if they are indeed going to announce it.
This is all my opinion based on my observations
