When the lvl increase happens will it start all my xp from the beginning of 30
If not will I have to keep goin from were I left of and will the xp change down so I will be left struggling for 31 when ppl are at 36.

Any experience you've accrued toward 31 will be divided by 10.
Essentially, if you were 90% to 31 before the cap increase, you will still be at 90%. The remaining 10% will just take much less time to acquire.
Yup so the current 34,040 XP to cap will reduce to 3,404 like IB said above. Unless they double or triple the 36 cap this may increase :)
