Where and how do I loot those chests?

Dead city normal

Do mobs drop it? Or bosses? Do I need Luck elixir?

Luck elixir helps and it drops in bosses

Do I need a luck elixir?

“Need?” - no, I don’t normally run with any luck besides the 2% from city local.
It was a while ago, I wanna say it was arcane rarity so I’m not sure what you might reroll up from. Drop tables can be oddly structured.
