... Stop making threads about offer eligibility. The answer is always the same.
They're not eligible for offers because either they're new, their device is incompatible in some way, or due to past behavior / association with banned accounts.
For the promo code thing, they are not able to receive something from it, but no idea of the reason without knowing the specific code. These should probably be removed in any case, as they haven't been touched in years.
