Might be because of the small buff it provides. +1 damage, +1 h/s (i think, could be m/s as well)
Maybe for ctf. I have a level 35 voodoo and I personally don't use res
I use rev in 35 ctf only. I'll actually respec though to get it cuz IMO its a waste in regular pvp
Because its a nasty habit of mine. Its fun to press and takes 2 seconds to regenerate. Why do you chew when you eat?

Rev pwns the only spells I have for my 35 pvp mage are buffs, rev, drain, and some others not to be mentioned. It pwns. Without my 6 rev I wouldn't have 255,000 kills and 0 deaths in PvE. Also 2,550 kills and 0 deaths in PvP. Yep, secret build, might have said too much. Only reason it doesn't show in leader boards is because it thinks I hax or it just never updates.
Also in CTF I have 255 kills 0 deaths and 255 goals.
To answer the title: To rev people duh
Many pvp mages use revive because by using this skill they reduce the mana cost of skills used within a time range after this spell is cast.
They could also have revive for long free for all battles in rockwall and other ctf maps.
Ofc, there's also the possibility of the need to revive others in pve ^.^
