u should read the skill description. youll see what it does. debuffs help a lot.
Your nuked by the time you use them.

bears need the debuffs. the debuffs they use can stun, massive damage, dodge, hit, and armor gone. bears usually fight close range so... yea
IMO debuffs are for vs warbirds bears and str mages
Other Classes are to weak to need them
