It's a bit confusing, can't you join friends or can't you invite friends? In any case, there's a maximum number of people that can be in a town at the same time (24 or 25 if I remember correct).
When that max amount has been reached, you can't invite or join anymore until someone leaves.
25 is max ^^

I think he's talking about how you can only solo forest haven now. The last update made forest haven only solo so if 1 person is in the game that means its full.
It's a really good idea you can only solo forest haven (practice for new comers)
And if your making a twink and want power leveling just do skeleton crypts
