Lvl 71 stacking items bug

I noticed this during the temple event that there is a time delay of several seconds when switching gear that the chance to get gain +1 stat does not work. This happens even when all hotbar slots have that item equipped. In my case it was the ring. This meant that i could not swap hotbar slots at all when running the temple event. I think the delay is somewhere around 2-3 seconds before the chance to get strength from an enemy death starts working again. In my opinion if all my gear slots have the ring equipped then there should not be a delay for the strength stacking.

If you want this tracked down, I need reproducible steps like a recipe (preferably with as much detail as possible):

1. Do X
2. Do Y
3. Do Z
4. I expect to see A, but I'm seeing B.

To add on to this thread, I noticed that stacking gears (chance for +1 stat when an enemy is defeated) is not working when used along with the starbeast set. Is this intentional?

I think that the set i was switching to had star beast, that may have been the issue all along.
