Is 5 Strength, 5 Dexterity and 60 Intelligence is good for an Enchantress ?

actually that really depends on your level...

I mean, if a level 2 gets a respec, he wont be getting 29 skill points and 145 stat points.

Don't bother spending the points yet they don't work, and probably won't work in a long while.
