No u can't get multiple of them , unless you take another character to plat tier and earn the burning paper there.

No, you need the quest items too to craft it, not just burning page.

I see your point, but the main appeal of this event was the Banners, because of event's lacking contents, it is quite frustrating to many for not looting the Page thus wasting a lot of time trying at the same time those runs could've been more fruitful if they added more contents like tokens and token vendor, which forces many to try their luck but ended being unfortunate.

That's why adding token vendor would've been a better move rather than having a guaranteed loot on a specific tier points. In the end, Item's preservation as intended works well and people being rewarded whilst trying to be fortunate enough to get one.

Too much to grind for less stuff, i am 170k still havn’t drop burned page
