Is this 46 gear or 41? And are they solid PvPers compared to mages?

Bow (46), Imbued is 41, Forager/Padded helm are 46, belt is 43, Ring is 41, amulet is 41.
As far as getting kills in PVP, it's easier on rogue since most of the time in PVP it's mostly running around going for kills unless you stumble upon a clash and then mages are better, but rogues can still hold out decently in clashes though they're not the preferred class there.
Hmmm I have some thinking to do. Last question for now - would you say "organized" clashes are common when joining random games? Or do players just basicslly go free for all on a regular basis
At endgame (46), there's a few guilds that are all over the PVP scene, I can't name them since I'm not up to date with all that lol@PVP stuff. But, if you encounter a game with two or more of a certain guild on either side, the game will most likely turn into a clash at some point, whether it's a fair clash or not, well that'll vary from game to game. Very rarely is an actual "organized" clash organized but, most CTF games eventually spiral into a clash at some point :)

I'd recommend endgame. If I post reasons why I choose endgame over twinking there may be unnecessary drama so I'll leave it out...
If you really want to play a mage, you should know you'll be primarily regarded as a support class in PvP, due to your mana regeneration on heal which helps rogues a ton and the massive heal over time heal now grants. For gear, the ones recommended above will do fine, although for purposes of economy you might want to leave out the imbued helm and get an alternative like the scavenger helm.
Build - I usually run with Fireball, Lightning, Arcane Shield and Lifegiver. Thanks to the abundance of skill points at L46, you're free to get multiple skills and passives so you should play around with your build and see what works. Passives are essential, the ones I recommend are Strength (might), int, dex (agility) and critical hit. I'd recommend against getting the damage passive as it is overrun by any pet giving damage % - and pretty much all new arcane pets do.
Fireball - I usually do all upgrades except Scorch
Lightning - 15% damage and 66% damage on crit upgrades.
Shield - all except knockback
Lifegiver - I usually do all except mana regeneration and range (note: mana regen as in mana over time. If you don't pick the upgrade which lets heal restore mana, rogues will bite your head off.
