Well here's how I think of it. I'd rather dodge than get hit with lowered damage. Dodge takes no dmg, and dodging a hs or frostbite is very very helpful. Even if I hs u first (and u got ib), I'll keep landing that hs first. That's why I prefer dodge or spread around for more dmg.

I use ib and personally I'd rather have 30 more armor that guarantees lower damage than a small amount of an extra chance to dodge. I've fought bears with 40 dodge when buffed and not once did they actually dodge. The way I see it, taunt and dodge is better against bears in 30-40 Pvp while ib is better against mages. So unless you plan on being 40 where its all bears then I'd rather be ib because more mages in 30-37 than bears. And it's not only better against mages, it is pretty decent against bears. It helps me beat reaper and plat pack bears because they have op items and the damage dealt to me from those op items is lowered from having around 115 armor causing them to do damage in the 20s instead of the usual op damage they do.
This is my build tho, as a kiter
6 hellscream, 6 cb , 5 beckon , 3 stomp ,6 rage 1 sms , 1 crip , 1ib(can switch vengeful slash)
combo is Beckon, move up, either cb first then stomp or stomp then cb, if you see him stunned, dont hs, if he isnt, then hs
