There is some lag induced on sts' end. Numbers speak very loud so I will provide some. This morning, I did around 10 test on my computer at the time I was experiencing some intown lag. My results were:

Ping seems to be pretty consistent. I tested my phone, which will show any lag induced by phone, apps, or anything that would interfere with my connection:

Download speed is a bit affected, but still is considered outstanding. My ping on my phone is more than outstanding. Thus proving that no app or interference has anything to do with my connection on my phone.
Just sitting in town I got the following ping:

I did not get screenshots of during a pvp battle because I dont feel like dying to take a screenshot. Those are anywhere from 250-700 ping.
Now my conclusion: 250 ping isnt horrible. It just changes up my strategy. But my argument isnt about just the lagged induced pl app. It is about a CHANGE in lag in the last several weeks. My tests have been the same for the last several weeks, the only thing that has changed is the ingame lag. Lag is the worst in any 5 vs 5 map.
I USED to average around 68 ping intown, and this is what I USED to exp in ctf.

Anyway, I am assuming it is the winter fest. We will see later on today if it is. I just wish a dev would look at this and respond. These numbers say that it isnt in my imagination, and yes 1000 ping is NOT playable on anyones device. I would be shocked if you can even move, much less see your enemies.
It's hard to know to what degree STS can do anything about the ping rates the OP is seeing. However, it is undeniable that there is a large server-side lag spike when players join games. Everyone experiences it, and it's a significant interruption. In PvE it's just annoying, but for PvP it can certainly affect the outcome. IMO, the real thing we should be expecting from STS is that they invest some serious effort into eliminating join lag. It's clearly a server-side effect and warrants a concerted effort to optimize the code in this area so that such lag can be minimized.

Well, it depends what kind of "lag" we're talking about. It's an overused term. You're right that network-based latency is not something STS can do much about. However, there is some "lag" when a new player joins a zone. This "lag" is a delay where everything stops for a second or two, it always happens the same way every time and everyone experiences it. This type of "lag" is the one I was referring to. It is server processing latency, and is 100% under STS's control. It's caused by the server doing too much processing on player join to process the other game events on time. It's the hallmark of inefficient code, and is something STS could absolutely fix if they wanted to.
