Any three or four letter name is rare since there is a much smaller number of them since there are exponentially more possible names per higher character count. 26^x, where x is the number of characters in the name, defines the number of names possible per character count before banned names are accounted for and removed from the total number of possible names for each respective character count.
Short names that spell a legitament name or word are the absolute rarest assuming rarity is judged off the number of names similar to each other based on the following parameters:
1) shortness
2) spelling of a real word or name
Desirability is also a factor. A name like "Ice" would be more desirable than "See."
