He seems to spawn in, Old Quarter, Dead of the Night.

Two weeks and not one spawn for me since then. I basically get my executions through guildies letting us know they are spawning & invites. Wish they would spawn for me so I can help out too.

If not already posted, Eli Holden spawns in Gallows Alley Slum - Death From Above.
But before you go farming, the devs confirmed that he is broken and doesn't spawn. But when they fix it, Eli will spawn in Death From Above. Sorry if this was already posted, to lazy to read the comments.
