So, I got an idea that I could try AL again. What are the most active levels for pvp now, and which are the classes that are the best at those levels. Also, how much money do I need? As a PL player I got no idea about anything in AL.

Level 46 (Endgame), Rogue or Mage, gear it up and you'll own with some practice :)
You'll need less than 20mil to gear either one, though the Mage will be cheaper to max out.

Any of the classes are fine at endgame, although I'd pick a rogue or warrior. Rogues maxed out are hard to kill and warriors even harder - and warriors deal decent damage out too. Mages work too but you'll have to play as a support class often - depends on your tastes really.
L46 all the way. Most active bracket.
Endgame has really settled down as far as drama goes...
Meanwhile, twinks have so much drama that it leaks over to the forums on a regular basis.
As far as one shots go, you'll only be one shot if you're a rogue that's herp derping, undergeared, or lagging. Plus, the fact that fights can be determined in the matter of seconds means that you're playing has to be near immaculate for you to win consistently, unlike at twink levels where you can make mistakes and still come out on top due to not being killed for your mistakes when you make them, which I personally found to be offputting.

For which class? If you're looking to be average geared, around 2/3m including pet price. Plus you'd still have positive KDR.
Or if you're wanting to be the best, you'd be looking 10m+ for the gems.

Honestly bro if you're starting out go with warrior. I made the mistake on starting with rogue, paraless and arcane petless and it's harder. Stick with a warrior and look for items with health+damage, just make sure you have some mana there.
Frist/stanlee is the best cheapest pet for a warrior, and Dev Mauls / goblin swords are cheap and work well.

As a level 15 tank it cost this char 3.5m singe 2m Toor 2m weapon 300k each armor piece 600k amu 500k ring no new jewels full grand blood gems. So a total of. 8.9m. For 3.65k hp 145 damage 737 armor and I get a very decent PvP KDR. No dummy using most kills from vs and guild war.

I'm an ungeared lvl13 rogue atm. Should I stay 13 or keep leveling?

Do rogue, get imbued helm and armor, arcane ring, planar pendant myth belt and frost bow plus nekro if you wanna be top geared
Drama will be everywhere with pvp. Endgame is full of block and stack too atm.
If you can buy the 150 Plat auto lvl thing, go to 41. Things are pretty balanced there. And if you get bored you can always level to 46 :)
Bear in mind, Para is more important in twink levels than endgame. Since you don't have one (I'm assuming), twinking may not be your best option.
endgame is all about ur gear and stats no skills. twinking lvl 15-16 is fun becuse TONS of people, and u need skillz :).
Endgame is a lot about skill, of course u have to team up against people of ur own gear level but once u have that its all about skill. I beat rogues who are way better than geared than me just by having trained a lot against them, still there are those that are too geared for me and there are also some with my gear that beat me more often than i them. But i have to thank ravager for helping me with the build he gave me cause it gives warriors a shot at beating rogues.
You don't even need to mess 1 thing up, just get a little ping spike, shield too late and you get 1 shot by an average geared rogue... from a mages view. Honestly i think pvp at endgame with maxed gear is really funny but only for those that are maxed. (maxed = imbued gear, l41 myth weapon, arcane ring, planar pendant, myth belt, nekro and at least 1 para and 15 eye`s)

46 is the most active and its where most people target to strive at.. I consider twinking (as a main) basically just settling for less and sort of giving up
I've always considered twinking a deplorable practice. You're hunting people who step into the game for the first time to see whats what? How is that fun...
And before I get bashed for inexperience, I've twinked at 6, 10, 11, 15, 17, 21, 23, 26, 31, 36, 38 and (currently, at the 46 cap) 41 where my rogue is because I'm too lazy to cap it.

levels 15-17 are all about skills unlike endgame which is all 1 shot
and no in bracket 15-17 u dont see any nubs or any new to game..
try it b4 judging...i have 16 and 46 toons but honestly skill wise is on lower levels..46 is just one shots and as rob said...1 ping spike gg... where are the skills if u die or kill in 1 shot lol
Lvl 15-17 is all about skills? All lvls are about skills then. Lowers lvls have more time to see " whoa someone hit me" " yeah ill throw packs and ill be good". As u go higher, you dont have a chance to throw a packs. U die in 2 combo in 23, one combo in 33. You tellin thats not a skill? You entering arena prepared that someone will fireball you, aimedshot you or smash you. You have to react fast. Thats a skill also.
You dont see a noob in lvl 15-17 bracket? Lmao, are you for real? You see lot of noobs there that dont know anything about pvp or game cuz they just started playing it.
